MIS, Housekeeping & Coordination

Labour Information Systems Division (LISD) of National Informatics Centre (NIC), was set up in the Ministry of Labour (MOL) to develop informatics in labour sector and provide computer based services and consultancy to the various wings with the infrastructure support from the Ministry. The NIC-MOL Computer Centre in Shram Shakti Bhavan is connected to countrywide NIC Network (NICNET) through communication lines. The Radio Frequeny (RF) Link has also been established between NIC-MOL Computer Centre and NIC Hqrs.

LISD is also assisting various organisations under the Ministry of Labour on request in identifying the computerisation needs to improve efficiency and overcome difficulties in manual system, preparing systems specifications, developing software for identified application systems and organising training for computerised operations and their application systems. LISD has already initiated computerisation in the areas of Industrial Relations, Labour Welfare, Social Security, Labour Statistics and Employment & Manpower Information. LISD is co-ordinating Information Technology Action Plan (ITAP) activities in the ministry and its organisations.

An integrated Local Area Network (LAN) has been installed in Shram Shakti Bhawan connecting different computers in Ministry of Labour. Around 200 terminals connectivity has been provided covering almost all the rooms for providing services to officers and sections of Ministry including DGET, CLC.Additional connectivities are being processed and provided on the basis of user's requirement in operating their computerised system. The connectivity details are given in Annexure I

The sections using computer facilities extensively, were identified and the Unix based computer systems with LAN Terminal Servers (LTS) were installed in their rooms to enable them to work with more number of terminals and their requirement for late siting etc. From these rooms, connectivity has been given to other rooms on the same floor/wing. All the computer systems and terminals in the LAN constitute LAN nodes. A user can use any LAN node to work on any computer system in the LAN. The MOL Shram Shakti Bhawan LAN Configuration design is given in Annexure-II. LAN is being enhanced providing UTP connectivity for better GUI based retrieval facility at selected places.

The total computer equipment installed include ten Pentium based systems, eight 486, twelve 386/286/XTs, five modems, eleven LTS, 123 terminals, 6 LD-Rack, 55 Line Drivers, 3 Repeaters and 49 printers. The obsolete/obsolescent systems like PC/XTs, ATs and 386 having difficulties in maintenance are being phased out. The computer equipments are installed in various floors under LISD LAN in the Shram Shakti Bhawan to provide computing facility to the users in their rooms. MOL has been procured HW/SW under various plan scheme which have been connected to MOL-LAN. The computer equipment distribution in the Ministry is given in Annexure III.

Sometimes users find that the terminals/systems in the LAN are not properly functioning either due to extraneous reasons like electrical spikes or erroneous operations by the users. An E-mail box (system@lisd) for reporting the computer problems has been created which is retrieved daily in the morning and afternoon. For urgent attention a register is being kept at computer centre for reporting the complaints. The complaints are processed by calling Hardware engineers and LISD system group is assisting in solving systems and other operational software problems.

The NIC-MOL computer centre is equipped with a number of standard software packages for E-mail, word processing, desk top publishing, spreadsheet, database management systems, case tools, presentation under MS-DOS/Windows/Unix/Xenix environment. The details of operating system and software tools available at LISD are given in Annexure IV.

Section Officer (Computer) with two staff members on rotational basis from various sections of MOL have been allocated to assist LISD in (a) ensuring regular flow of information from divisions for maintenance and updation of current computerised databases, (b) organising in-house training, (c) meeting sporadic increase of work load, (d) help users in initial trouble shooting.

Internet Services

NIC-MOL Computer Centre is connected to NICNET, India's first satellite based operational network, which has over 1000 nodes geographically distributed all over the country connecting all the districts, State/UT capitals, Central Govt. Ministries/Departments and user of statutory organisation, autonomous bodies, public sector undertaking for information exchange. The NIC-MOL Computer centre has also been connected to Internet and a separate Internet address has been given for Ministry of Labour. With the availability of Internet address, (i) remote computers on Internet can be connected, (ii) LISD computer system can be accessed from networks outside NIC network (NICNET) domain on authorisation, (iii) files can be transferred between computer systems, (iv) e-mails can be sent/received from other networks as well (v) the information available on Internet can be accessed for variety of topics, (vi) the home page on different topics can be accessed. The separate e-mail addresses can be given for the use of officers/sections in the Ministry. Any LISD LAN node can be used to access NICNET nodes distributed all over India or information interchange with other networks on Internet with proper authorisation.

The Consumer Price Indices from Labour Bureau are being received in the NIC-MOL computer centre through NICNET for the Ministry of Labour. The E-mail facility is also being utilised for sending/receiving information to/from State labour departments. The labour statistics and important information on labour as decided in consultation with Ministry of Labour is envisaged to be maintained on Labour web page on NICNET.

Word Processing Services

The office documentation is mostly done on computers, using word processing ackages Uniplex, Lyrix, ALP, Professional , Perfect Office and MS-Office. The Ministry's Annual Report, Annual Plan and other reports/documents are also being prepared on computer using LISD facilities.

Computer Training

Regular in-house training courses are being conducted by LISD for the Ministry staff in using the computers in LAN environment, MS-Windows, word processing and spreadsheet packages. Quarterly training calenders are prepared to impart training at various levels. The contents of training varies from computer awareness to internet usage besides word processing and application software packages developed for the Ministry.

Training Programmes have been conducted in the Ministry covering officers and staff. Training is also given to users to operate application software packages developed for their sections. Hands-on help is provided for efficient use of computers. However, the emphasis is to make the users self dependent in maintaining their computerised systems with regular training and interactive help. Training Management System has also been developed to take care of in house training status and nomination processing and is operational with CMT unit of the Ministry.

The Training Programmes for senior officers are being arranged on exclusive basis also on request. The officers and staff members from Ministry of Labour and its offices are also nominated for training under NIC hqrs Training Division programmes.

Areas of Computerisation

The LISD is coordinating computerisation in main ministry, the attached and subordinate offices, autonomous bodies under the administrative control of the Ministry of Labour such as Employees' Provident Fund Organisation, Office of the Chief Labour Commissioner (Central), Directorate General of Employment and Training, Directorate General of Labour Welfare and Labour Bureau by providing consultancy and support in finalising their computerisation plans, development of software, training and implementation at their field offices through NIC State/District Centres. NIC state / District centres are also providing consultancy for implementing NIC developed computer systems in Labour Sector offices out side Delhi in coordination with LISD. The NIC owned NICSI is also supporting the Labour Sector Computerisation activities on request from users in procuring H/W, S/W packages providing software services for computer application development and implementation.

The LISD has developed number of software packages for the areas of computerisation as identified in MIS report of the Integrated Labour Information Systems.

Social Security

Employees' Provident Fund Organisation (EPFO)

LISD is assisting MOL in EPFO computerisation for creation of Social Security Data Bank by providing consultancy in systems study and suggestions for modifications of existing systems for streamlining the procedures, assistance in software design & development. The implementation support including consultancy for solving day to day problems in LISD developed Computerised systems and meeting general training needs is being provided by NIC Regional Centres, State Units and District Centres in coordination with LISD. The EPFO officers, after training are managing the computer operations in EDP Centres.

LISD has developed following Computerised Systems, which are operational in most of Regional /Sub-Regional EDP centres of EPFO. All the Systems are using common master databases like Establishment/Employer Profile, members PF account database and code directories so that there is minimum redundancy in data entry.

I. (a) Computerised Annual Account Preparing System(CAPS)

CAPS is used for maintaining the Subscribers Accounts on line including generation of annual Statements of accounts for accounts Groups and Subscriber accounts Slips. Under CAPS the yearly interest is calculated on opening balance as per the Scheme Provisions up to 1992-93.

    (b) Computerised Account Monthly Preparation System (CAMPS)

CAMPS was developed by enhancing CAPS for crediting monthly interest on subscribers cumulative PF accounts accumulations as per the Govt. decision effective from 1994 to 15th Nov. 1995, the date of implementation of Employees' Pension scheme. CAPS/CAMPS also provide monitoring support to EPF management besides generation of form 23/24. These reports are covered under Adhoc, Monitoring and Enquiry Modules. Adhoc reports include (I) Accts. Section wise pendency (II) List of Essts. on (i) Esst. Code Serial (ii) Industry code (iii) Task No. (iv) Pin code (v) Alphabetical sequence of Essts. The Monitoring Reports include (a) Status Report on various Stages of Data Processing (b) Pendency with EDP Cell/Accounts Section (c) Office/Group wise Pendency Summary (d) Office/Group/Task No. wise pendency. Task No wise pendency has been designed to monitor the processing of the establishments from the date of receipt of form 6A/3A in the office. It gives the dates of completion of various stages of processing and time lag in between the stages.

CAPS and CAMPS are being used to clear backlog only.

    (c) Computerised Accounts Monthly Preparation System 95 (CAMPS95 ver1.0)

CAPS & CAMPS have been replaced by CAMPS95 on introduction of Employees' Pension Scheme 1995, which in addition to preparation of annual statements of accounts for subscribers after calculating monthly interest also caters the need of Employees' Pension Scheme like contribution towards pension fund, non contribution period etc. CAMPS95 Ver 1.0 was modified to CAMPS95 Ver 1.0.1 in May98 to cater the need of change in Rate of Contribution for the processing year 97-98. CAMPS95 version 1.0.1 is applicable upto non implementation of CEPS version 2.0 in the field offices.

Computerised Receipts Accounting System (CRAS ver1.0)

CRAS version 1.0 is used to capture information from duplicate copy of the Challans deposited by the Employers (forwarded by the SBI Link Branch to PF field offices) and prepare in respect of Account Numbers 01, 02, 10, 21 and 22 (a) Cash Books (Receipts) classified summary for central office and (b) Group wise / Clerk wise cash book (Receipts). The software also generates various reports for use of management like (c) Defaulters' Statement (d) Statement of levy of Damages (e) Statement of interest payable on delayed credits by SBI, etc.

CRAS ver 1.0 was modified to ver 2.0 to cater the need of single challan . The new version 2.0 has been released for ROs/SROs after testing at Delhi region. CRAS version 2.0 is applicable upto non implementation of CEPS version 2.0 in the field offices.

Computerised Payment Accounting System (CPAS ver1.0)

CPAS version 1.0 is used to capture information from (a) applications received from PF subscribers (b) payments made to PF subscribers (withdrawals, final settlements, transfers) (c) other payments etc and prepare in respect of Account Numbers 01, 02, 10, 21 and 22 (a) Cash Books (Payments) classified summary; (b) Group wise / Clerk wise cash book (Payments). The software also generates various reports for use of management like (c) Category wise Details of Advances/Cases Settled under E.P.F and (d) of Cases settled under F.P.F/E.D.L.I (e) Statement indicating Periodicity of Claims/Advances under E.P.F. and (f) F.P.F./E.D.L.I (g) Statement showing amounts debited to Reserve Fund and Unclaimed deposit accounts (h) Group/Task holder wise Report on Receipt of Claims (i) Monitoring report on Receipts of Claims showing Task holder wise pendency as on date, Summary of pending Receipts and disposals.

In common all the above mentioned softwares provide the file maintenance, Backup and Archiving facilities. The Modules included in the computerised systems provide for (a) Backup of the Data on Cartridge tapes from the Databases (b) Removing deletion data from various files (c) Maintaining Index Files (c) Preparation of periodical files for data entry (d) Transferring Processed data into Archived Tapes and Creating free space on the computer hard disk.

IV. Computerised Employees' Pension System (CEPS)

CEPS has been developed and released for Employees' Pension Scheme 1995 (EPS) implementation. The main modules covered under CEPS are as follows

Preparation of Members' Profile - This module operation includes capturing of basic information required for EPS members and their families/dependants employed in exempted and un-exempted establishments with proper validation checks.

Pensioners' Profile - This module captures with validation checks and maintains details of (a) pensioner and their families (b) Transfer of PPO from one office to other office within region / between regions and between Bank branches (c) Updation of date of credit entry (d) Updation of Life/Re-marriage Status (e) Entry of date of death (f) Entry of date of Re-marriage

Calculation of Pension and Preparation of Pension Payment Order (PPO)- The module processes pension calculation for (i) Superannuation (ii) Retirement (iii) Short Service (iv) disabled (v) widow/orphan for death in service and death away from service (vi) nominee (vii) scheme cerificate and (viii) withdrawal benefit. The PPO, Scheme Certificate and withdrawal benefit reports are also being generated under this module.

Maintenance of individual pension fund contribution - CAMPS95 ver 1.0 & 1.0.1 have been enhanced and integrated with CEPS ver 2.0. The individual pension fund contributions and non contributory period are captured, consolidated and maintained for all the covered establishments whereas the EPF contribution accumulations are maintained only for un exempted establishments under this module.

Reconciliation of Bank Accounts in respect of Pensions disbursement – This module processes for (a) first time arrears to be released for new PPO prepared after the date of commencement of pension (b) relief arrears as relief details (c) stopping pension for pensioners opted for capital return option-3 (d) widow and children pension on death of pensioner, relief arrears due to inheritance relief if any and in case of death information received late, excess amount paid to the pensioner and arrears for widow pension and children pension (e) for pensioner having capital return option 1 & 3 amount of capital return and pension to the nominee for capital return option-3 (f) on death/ remarriage of spouse (i) conversion of Children pension to orphan Pension in case death information is received late excess amount towards spouse, arrears due to conversion of children pension to orphan pension and relief arrears due to inheritance relief if any (g) for pensioner having capital return option-2 amount of capital return (h) on death of children and on completion of 25 years of age picking up of next child pension (i) for transferred PPOs, arrears for gap due to transfer (j) stopping of pension on every year from the month of January if life/remarriage certificate not submitted (k) on submission of life/remarriage certificate, pension and arrears for stopped period (l) pension relief for next relief.

The module also generates Reports with Screen display option for (a) Defaulting Pensioners statement for non submitting Life/Re-marriage status (b) Letter for Stopping Pension for non submission of Life/Re-marriage status cases (c) Bank Branch wise monthly statement for credit to pension a/c with date (d) Monthly statement for non-credits in pension a/c (e) PPO wise monthly statement with date of credit for the office (f) Statement for defaulting Bank Branches (not submitting pension credit details)

(vi) Management Information System (MIS) with reference to data on member and their family and Pension - This module generates MIS reports on

(a) Claims settled/payments made for (i) Receipt and disposal of pension claims (ii) pension cases settled (iii) Pension payments (iv) Return of capital/commutation payments (v) Summary of pension cases particulars (vi) Summary of Return of capital/commutation payments

(b) Employee member database creation for (i) Progress in database creation during a year (ii) Monthly Progress in database creation (Addition & Collection) (iii) Monthly Progress in database creation (Forwarded to EDP & Data entry) (iv) Member family details record management (v) Age-wise profile of Members

Monthly Printouts of Control/ Audit Input – The actuarial requirement for EPS have been discussed in depth with the Actuary and EPFO pension wing and documented in agreed specifications. It needed exhaustive enhancement and modification of CEPS ver. 1.0.2 / 1.0.3, CAMPS95 ver. 1.0 / 1.0.1 and CRAS ver 2.0. besides total integration. The major activities for completing acturial requirement included the following:

CEPS Enhancements

Stock Data Check by (i) Segregation of Valid & Invalid Records based on embedded checks (ii) Checking of Member data by re-punching.

Salary Check by (i) checking for salary as provided by the employer against any unreasonable increase in salary by comparison of salaries of current year & previous two years for each member (ii) finding out period for which gap in monthly wages occurs.

Reconciliation for exit and new entrants.

Commutation of pension as specified under para 12A of EPS 95 for (a) existing pensioners on or after 16/11/1998 and (b) new pensioners in on after 16/11/1998.

Maintenance of Scheme Certificate for (a) issuing (b) receiving and (c) exit cases.

Automatic calculation of actual service, eligible service, pensionable service, pensionable salary by linking of received scheme certificate details, wages received under CAMPS95.

Withdrawal Benefit as per para of EPS 95.

Importing of member’s data received from vendors with MIS updation facility.

CAMPS95 Enhancements

Lockout Check – In case there is a lockout or closure of an establishment to check salary of an employee before lockout and after reopening.

Completeness Check -To check before accepting the account details (F3A/F7PS that all the relevant information (F2/F9) has been put into the computer.

Contribution Check for (i) paid & payable out of extracted 1% Member data from 1% of establishment data monthly basis (ii) contribution differs from month to month (iii) as per annual return [ 12A & 6PS Under CRAS] agrees with that as per monthly return (iv) contribution receivable, contribution received and contribution due.

CRAS Enhancements – Reconciliation of annual return [ 12A & 6PS ] with that as per monthly returns (Challans)

Training at NATRASS & NIC HQ were provided to RO/SRO officers to aware them with CEPS & other Computerised Systems, EDP Centre Management and problem solving. The awareness training sessions for EPFO computerization system have become integral part of all the training programmes at NATRASS.

EMAIL connectivity through NICNET has been provided to ROs/SROs. A training workshop was organised at NIC HQ for EDP Supervisor and Assistant Programmer on email and operation of CEPS ver 2.0.

Employees State Insurance Corporation (ESIC)

LISD has developed and implemented the computerised system on pilot basis at ESIC dispensary, medical stores, regional office and central office. The details are given in the following paras.

The Computerised System at ESIC dispensary generates outpatient slips, daily register for OPD visits, Tables on Disease statistics (ESIC Med.5, ESIC Med. 5A), This has replaced manual preparation and provides better query facility and quick data entry with on-line help. This also helps in coping up with long queues at OPD Counter, besides maintenance of "I.P. visits and diseases database".

At ESIC Medical Stores, the Computerised inventory control system provides for Order printing, Automatic Reminder Generation; and processing local purchase, rejection and dispensary wise Issue records. The enhancements made include the drug consumption reports and query answer facilities for planning the purchase schedule and deciding the drug quantities for annual purchases.

The Regional Office computerised system provides for Registration of Insured Persons, Issue of Permanent Identity Cards, Preparation of Medical Report Envelope slips and Defaulters' list in respect of Return of Contribution and dispensary wise exit/re-entry lists for medical/cash benefits to Insured Persons. The Computerised Contribution Receipt System was developed and implemented in R.O. Delhi on Pilot basis for maintaining establishments' receipts accounts and generating periodical (monthly/six monthly) defaulters' lists in respect of Contribution remittance.

The ESIC Head Quarters operational computerised systems include Actuarial Data base for Permanent Disablement Benefit cases, Capital value determination for budget allocation, and generation of annual statistical abstracts.

All the systems are being operated by ESIC officers and staff. The guidance in running the software, if required is provided by LISD.

A Project Management Plan (PMP) has been prepared by NICSI with LISD for (a) creation of infrastructure in Hqrs and ESIC field offices including upgradation of existing systems at ESIC offices in Delhi (b) preparation of Systems Requirement Specification (SRS) for other identified areas (c) implementation of existing computerised system (operational on pilot bases at Delhi) in the other ROs.

An agreement has been signed between ESIC and NICSI for execution of the plan through Computerisation Monitoring Committee (CMC) and Project Management Committee (PMP) formed with the participation of ESIC, LISD and NICSI.

The Hardware and Software tools for dispensary, ESIC Medical Stores, ESIC HQ and, 13 ROs (Delhi, Andhra Pradesh, Bihar, Gujarat, Harayana, Karnataka, Kerala, Madhhya Pradesh, Mumbai, Orissa, Punjab, Uttar Pradesh and West Bengal ) approved by CMC have since been procured through NICSI. The Computer equipments have been dispatched to field offices after testing and acceptance. The ESIC EDP officers have been provided training to maintain and operate the existing computerised system in the field offices and managing EDP centres.

The team for development of System Requirement Specifications (SRS) have been formed at ESIC Hqrs for (a) Insurance – preparation and maintenance of Employers’ profile including maintenance of C – 6 Ledger, C-18, C-19, D-18 And D-19 registers (b) Finance & Accounts – compilation of monthly accounts (c) Medical – rate contract of drugs and medicines (d) Actuarial – activities relating of valuation (e) Administration – personal data including training of staff and officers.

Special Labour Group

Directorate General Labour Welfare (DGLW)

An EDP centre is providing computer facilities to DGLW at Jaisalmer house. The technical assidtance in use of computer is available on request. A software has been developed to monitor the monthly expenditure of funds, cess collection, targets and physical progress of Regional Welfare Commissioners Offices. The computerised system is under development to maintain the database of court cases under Contract Labour Act.

Child Labour Cell

Enforcement Monitoring System is operational for compilation of quarterly returns giving statistics about the enforcement of various provisions under different acts/laws for elimination of child labour from State Labour departments.

INDUSTRIAL RELATIONS

Implementation & Evaluation

Industrial Unrest Monitoring System(IUMS) is operational and provides information related to prevention, investigation & settlement of industrial disputes through mediation, conciliation and arbitration. The system also maintains statistical details of man days lost, workers involved and production lost.

Industrial Relations Desk

Retrenchment Layoff & Closure Decision Support System (RLCDSS) is being used by industrial relation desks. Cases Pendency Monitoring System has been operational to give information on progress made in handling industrial disputes/applications under Industrial Disputes Act 1947 by the CGIT / LCs. Failure of conciliation (FOC) Information system has been enhanced to meet the requirement for (a) inclusion of multiple parties i.e. unions/individuals (b) flexibilty in entering the term of references (c) maintaining status of each stage (d) enhanced report generation capabilities including local printing, electronic mailing.

The enhancement also includes consolidation of data from various desk and genertaing reports for (a) Desk wise disposal of cases( b) Sector wise nature of disputes (c) Average time taken during various Acts of disposal of FOC (d) No. of A.O. issued city/CGIT wise (e) FOC received conciliation officer-wise. Facility to generate the Adjudication order, decline order and award notification in Hindi is also available

Office of Chief Labour Commissioner (Central)

The following information systems were designed, developed and implemented at NIC-MOL computer centre in close coordination with the Office of the Chief Labour Commissioner's, Central (CLC-C). These systems are being operated by CLC's Office.

Central Trade Unions Membership Verification System has been operational to maintain database consisting membership claims of trade unions affiliated to Central Trade Union Organisations.

Labour Laws Enforcement Monitoring System has been operational to maintain database on enforcement of labour laws in industries and establishments under central sphere. Database is maintained on statistics related to enforcement of various labour laws, irregularities found, prosecutions launched and withdrawn and convictions obtained.

Industrial Disputes Monitoring System maintains statistics related to pending Industrial disputes in each quarter and region, disputes settled through mediation, conciliation and disposed of otherwise.

The computer systems have been supplied to all the Regional Labour Commissioners Offices at Chennai, Calcutta, Mumbai, Hyderabad, Banglore, Dhanbad, Jabalpur, Kanpur, Ajmer and New Delhi. The offices of Regional Labour Commissioners at Asansol, Ahmedabad, Bhubneshwar, Chandigarh, Cochin, Guwahati, Nagpur and Patna are given computer systems. The ALCs at Bhopal, Jaipur, Pune, Ranchi and Vascodigama are provided with computer systems. This will increase the efficiency of RLC Offices in handling Labour Laws Enforcement, Industrial Disputes etc.

EMPLOYMENT AND MANPOWER INFORMATION

Directorate General of Employment and Training (DGET)

LISD is providing consultancy to DGET and assisting them in finalising the computerisation plans for their activities.

Employment Market Information Data Management and Report Generation System was developed for Data Processing Unit of DGET and implemented for ER-I returns received from State Govts. on quarterly basis. It is envisaged that the system will be implemented in all the States and the EMI returns transmitted to DPU of the DGET through NICNET using district level EMI software package and provide on-line information for decision support.

NIC state units are assisting State Govts in computerising the employment exchanges in their States. The LISD is assisting NIC State Units in problem solving, coordination with DGET, implementation support on request in software enhancement guidance and training Employment Service officers on computerising employment exchanges.

A project was taken up to computerise Central Employment Exchange activities like registration, vacancy booking & submission, vacancy circulation, statistical returns, advertisement maintenance, Ex-servicemen Cell, Surplus Group D cell. The computer systems have been supplied. The Software for surplus Group ‘D’ cell and Ex-serviceman have been completed , installed and handed over to the users.

A software package for use of Planning cell (T) in DGET Training Directorate has been developed for monitoring monthly progress returns received from its field offices. The computerisation of Regional Directorates of Apprenticeship Training (RDAT) is being supported. A Training for RDAT officials has been conducted at RDAT, Calcutta by NIC West Bengal State Unit in coordination with LISD , NIC Gujarat State Unit and DGET Hq.

A visit was made by NIC/DGET officials to Directorate of Technical education at Chandigarh and industrial training to discuss various modules for Nation Vocational Training MIS (NVTS-MIS).

The NVTS-MIS Software version 2.0 has been released covering Affiliation System (Ver 1.1), Curriculum Development System (ver 1.1), Certification System (ver 1.0), Personnel Information System (ver 1.0) and Apprenticeship System (Ver 2.0).

It is planned to establish the MIS for NVTS by setting up computer facilities in States/Regional Directorates of vocational training, DGET and its field institutes and provide application software for maintaining field/institute level vocational training databases interconnected with LISD managed National Centre for NVTS-MIS using NICNET for District level accessibility. The infrastructure for NVTS-MIS centre including prepared sites, H/W and S/W is being provided by DGET.

LABOUR STATISTICS AND RESEARCH

Labour Bureau

In order to formulate effective and need based policies, plans and programmes concerning labour at the National level, quick collection, processing, retrieval and dissemination of relevant and upto date information on various aspects of labour at one place is considered very essential.

The Consumer Price Index (CPI) is being communicated by Labour Bureau to MOL, PMO and Finance Ministry through NICNET. The CPI data series will be maintained on LABOUR web page.

The monitoring of implementation of the various labour laws and labour welfare measures involves collection, compilation and updation of information/data from various State Govts and Central agencies for various purposes. Efficient and speedy exchange of information is considered essential for effective monitoring of various programmes. It was therefore, felt necessary to evolve a Labour Information Network System at National and Regional level. The networking programme envisages computer networking of all the offices of the Bureau, various state labour deptts., offices of the RLC(C), the NLI, the main Secretariat of the Ministry of Labour, DGET, DG(FASLI) and DGMS etc.

The main objective of networking is to provide on line computer facilities and access to the data on Labour Statistics to various users at All India level. This will help the Bureau in developing a Management Information System (MIS) and a Decision Supporting System(DSS) for sound Policy formulation and effective implementation of various schemes. It will help in the timely evaluation of the results from the on line availability of the data. Networking will facilitate quick effective decision making among government planners, Policy makers, workers groups and employers by providing timely, adequate and relevant information. The Labour Network is proposed to be maintained with the help of NICNET.

MIS, HOUSEKEEPING & COORDINATION

International Labour Cooperation

Recruiting Agents Information System (RAIS) has been operational to maintain information about the recruiting agents. Emigrants Public Grievances System (EPGS) was developed to pursue complaints of the emigrants to concerned authorities.

Management Information System

CLS Cadre Management System (CCMS) is maintaining database on personal, educational, experience, training & ACRs of CLS officers for placement and identifying training needs. Norms studies Result Monitoring System (NRMS) and Work Studies Result Monitoring System (WSRMS) was developed to assist internal work study unit. Committee Decisions Implementation Monitoring System was developed. VIP Reference/Diary Management System has been developed to maintain the references and their details.

House Keeping

Address Information System was developed to maintain/retrieve and generate directory of the telephone numbers and addresses of offices/officers spread all over the country under the administrative control of Ministry of Labour. Pay Processing has been operational to assist Cash Section of Main Ministry, Pay & Accounts, CLC and DGE&T to generate pay bills, pay slips, acquaintance roll, GPF statements, bank statement and other schedules/reports etc.

Integrated Multi-Module Processor for Voucher Entries (IMPROVE) is operational for the use of PAO and Controller's Accounting (CONTACT) is also operational for consolidation by COA office. Expenditure Monitoring System has been developed to monitor the monthly progress of expenditure Division/Head wise.

Computerised Record Room Management System (CRMS) was developed for maintaining the database of records and its retrieval. Parliament Assurances System is is being enhanced to contain provisional questions, admitted questions in addition to maintenance of pending parliament assurances. Office Procedure Automation Software developed by NIC Civil Aviation Division is being implemented for diary in various sections.
